Please enlighten, how do we create new skill for the English version standard PC game

As the guy said in the previous floor, you could use either SAN11SIRE or San11PKME, I used to use SIRE, but note that it not like an entirely "new" skill that you create, but it's to use combinations of old already existing skills to create one "new" skill that could be very powerful. I don't think there is an english version of SIRE, so wish you good luck!Hope this helped.

maybe you can try sire or pkme tools, but  i dont know whats really used to create the skill
