关于神祗鲁门的问题

在编译SacredWiki网站内容的时，在神祗鲁门神赐解释时有这么一句：

“The slow effect is 1-1/(2+0.02*DD) percent. The chance of an additional bounce is 0.05*DD percent.”

这个slow effect应该是对怪物迟缓效果～那这个百分比是效果产生的几率？汗～貌似几率还不是百分之百...

那The chance of an additional bounce is 0.05*DD percent.

这句该怎么解释？
