Hello to the Gearbox develops looking into the problem and anyone else interested: I play on XBOX 360 and I really love the game but have been experiencing the same issue with PHASESTRIKE, so I did some experimenting and the result is... Phasestirke simply DOES NOT WORK AT ALL.
My Lilith is currently level 29, with the Phasestike ability MAXED out (+800% damage when performing a melee while Phasewalking). On a lvl 29 Burning Psycho, a normal melee strike did 150 damage and the "Phasestike" did 190 damage, which actually means Phasestrike did an additional ZERO PERCENT damage as the 40 extra points can simply be credited to the small amount of damage that your "phasebursting" does when you shift into or out of your phasewalk. To make the damage done during my testing easier to pin point, I removed any artifacts from the ability so all that's left is just the straight up melee + the unavoidable bursting bonus. I tested this out on several more enemies of varying types and levels as well as with and without shields and the result is always the same: PHASESTRIKE ISN'T WORKING AT ALL.
I love this game and the Lilith character is so cool, but this is seriously dissapointing! Please patch it up ASAP as I really need to be destroying fools with a touch YESTERDAY.  Thanks for your time, I hope this helps. Keep up the good work!

Lvl 29 Bandit Raider: Melee 120 / Phasestrike 181
Lvl 24 Spiderant Soldier: Melee 24 / Phasestrike 24
etc.

XBOX 已有补丁，据评论修复后Phasestrike的伤害在一、两千左右
至于PC的补丁 用论坛上网友的话 Nobody knows when the PC is gonna get the patch...

Status: A fix has been discovered, as of 10/30 this is resolved via a patch on the 360 and PS3

Status: The cause of this problem is being investigated

Issue: weapon proficiencies disappear upon leaving a co-op game
Frequency: Client side common
Status: A solution for this problem has been discovered and a fix is pending

Issue: Save file is corrupted
Frequency: Very Low
Status: A fix is being investigated. Back up your saves periodically to minimize this issue's impact.

Known issues:
-Issue: Lilith's "Silent Resolve" skill is not functioning as intended on the 360 or PS3
-Status: This issue is under investigation

“Silent Resolve”技能BUG 貌似PC没有
不知道哪位能试验一下？

Silent Resolve 並沒有bug
只是其效果並不作用於護盾上，只作用於血量上。即是廢物。
