After picking the receipt, the journal says that "The Walls Have Ears" quest has failed. You cannot complete the quest while Thorak is alive. There is only one way to complete both "The Walls Have Ears" and "Suspect:Thorak" quests, and that is to kill Thorak before meeting and talking to the peasants, so do not go to Philippa's house because it will trigger the peasants uprising. Just do Baltimore's quest first and open Thorak's chest. Once you loot Thorak's chest you can meet the peasants. It doesn't matter whether you kill Stennis or not.
