ea it's the same issue and i fixed it without the need to change compatibility mode to xp sp3. You have to set the Secondary Logon Service set to Manual in your Services.msc config for it to launch if your running Windows 7. I had mine set to disabled because i'm the only user on this pc but when i set it to manual after a reboot the launcher worked, just tested it.
