Tried same thing. I also noticed that when you launch demo it creates folder near settings file called fxo, it contains video and shaders cache files, full game doesn't create that folder so it might be pathing bug related to your OS language.

There is fxo folder in /data/system/shaders in the full game.

Yes theres same folder in demo /data/system/shaders folder, however demo creates second one in user folder, while full game doesn't.

Seems, you are right. On the laptop, where i was able to run the game, the folder fxo WAS created, on my PC - not.

I've managed to load the game! It was really all about the OS language. I had my OS account name written in Russian and the game was not able to create a path for the FXO folder.

I've simply created a new account in my OS through the control panel - but used solely a Latin figures in it's name. Launched the game through that new account and it all started to work great!

You are genius!!!! It's WORKED!!! THE PROBLEM IS SOLVED!!!

简单说就是用操作系统的语言和用户名的问题。  确保全英文。可以重新创建一个全英文的用户再试。已经有很多人解决了。
  当然也有例外。
  你也可以试试 ubi support ：
1) Update your drivers and try to run the game using msconfig to disable all startup programms
2) Uninstall demo to see if it interfers with the the full game
3) Try to change DirectXVersion from 0 to 9 in the engine.ini. If this doesn't work, try changing the value to 10 - DIDN'T HELPED
4) Try changing the refresh rate of your monitor to 75hz
5) Could be due to some DirectX files that the game uses being missing from the DirectX version on the disk. Try a re-install of DirectX - DIDN'T HELPED
6) Try running the game in compatibility mode for Xp
7) Try to install the game on a different computer
